You mean when the Crucible docks? Oh, it might be just because that area of the Citadel hadn't been introduced yet. Showing it'd have spoilt the sense of discovery the lack of which was greatly noticeable in ME3.HellishFiend wrote...

You can't see the details from a distance. Like the streets of the Citadel arms.HellishFiend wrote...
I've only been loosely following this particular discussion, but I'd like to point out that the thing that stands out the most for me is that the bottom of the Citadel Tower is clearly visible in at least one shot, and it is completely flat with no evidence of any conspicuous structures or decision chambers. Given the amount of detailing put in to models and objects even in very wide angle views, I find it hard to believe that this was an oversight. You would basically have to subscribe to something similar to Epyon's "Shepard was on the Crucible" theory in order to accept it at face value.
I haven't visited Epyon's thread quite some time. But he's theory seemed plausible (if you consider that the Catalyst lied about Shepard being on the Citadel like he did about everything).
Oh I disagree. You can see plenty enough detail to see that the bottom of the Citadel Tower is completely flat. There is not even a lazy 2d texture to indicate the presence of something other than grey, flat, empty space.
