Just this month I've been getting this issue like crazy. Every time I open my game it's unable to retrieve my galaxy at war status. Everything still functions properly otherwise, though, and after playing a match or two of multiplayer it refreshes and comes back, just somewhat annoying that it isn't loading up in the first place--thankfully not game-breaking, though.
