If you look at the manifest, there are only common and uncommon mods.

What rare/ultra-rare mods would you like to see?


Increase rate of fire on SMGs and ARs?

Increase blast radius for boom sticks?

Light weight materials for other weapons?

Ultra-rare mods and for that matter characters would be ridiculous. I think rare ones are even pushing it as well. The mods allow players without the "best" weapons to have a better source of non-power damage.  For example a Mantis X with Extended Barrel V and Armor Piercing V is actually a very compentent Sniper Rifle, and it's a lot easier to get on average then a mid-level Widow.

First, I'd reduce the weight reduction on SMGs...90% at maximum is silly. I'd go 5-10% per level, without the 50% starting amount.

For rare or ultra-rare mods, I'd like something deserving of the rarity. Have them modify TWO related aspects of the weapon. Like an AP/Damage Mod, Scope/Stability.

How about adding Ultra Light Materials to the other weapons as rare items. Maybe have them scale a bit less than on SMG's.

Ammo capacity for rifles is a must

I wouldn't mind seeing a new rare shield penetration mod, allowing X% of damage to pass through shields/barriers, maybe for snipers/shotguns?

Armor pen for SMGs would be lovely as well.

I don't know what pistols want, they feel pretty good but it would be rude not to give them something. Ultralight materials might be slightly OP though.

I've been wanting gold/black level consumables and mods for a while now. Seems like a great way to stop getting so many character cards we can't use. (Aside from, you know, changing how CCs work.)

Now the more exotic ones
Lvl 1 ammo power mods (ultra rare)

Biotic Amp for handguns

Spike mod that blocks instant kills

clip compactor when gun fires empties clip creates grenade but doesnt fire

Do you mean somehow trading a full clip for one grenade? Do you mean something you actively do during gameplay, or a static thing for the entire mission? (*Someone who loves grenades, but hates that he can't count on them in MP with the current implementation.)
