Well, it's more the fact the current two Quarians are Engineer and Infiltrator... and the supposed Male ones are Engineer's and Infiltrators. If they don't have drastically different abilities then they may as well just have an Appearance toggle XD

You make it sound like tech requires you to have a high mental capacity. It's just a new form of weapon. It's not an IQ test every time you intend to activate any. And it won't be too hard to teach them how to use it. you show them how to use it properly, and then monkey sees and monkey does. You don't need an IQ of over 130 to get one up and running.
Vorcha are not that unintelligent, if they can properly handle rifles, grenades and flamethrowers, then the equivalent of pushing a button is not exactly out of the window. The fact that at least two have been leading the blood pack kind of indicates they have a bit more intelligence than everyone seems to believe. Otherwise, there leaders would always be Krogan.

It will actually most likely be free. BW makes more money from the micro transactions, they know once they release DLC people will buy a ton of PSPs trying to get the new characters/weapons.
