The Indra being added to packs was intended. This was confirmed on twitter by producer Billy Buskell.

It wasn't uprooted in this manner previously. We knew hardly anything about them in the previous two games.

Besides, it completely undermines Javik's character. Say what you want about Day 1 DLC stuff, but this would make his character a lot less special.

Javik was the only prothean survivor on EDEN PRIME. Not in the whole galaxy. There were dozens of planets like Ilos and Eden Prime, with stasis pods and such, There is no reason why more protheans could not be discovered on other planets. Do people not even pay attention to the game? or do they just hear what they want to hear?
