It just isn't Mass Effect without Team Dextro. Tali and Garrus are hugely popular, thus they get to be in all the games. The Quarian/Geth war was obviously going to be a major arch in ME3, and Tali is essential to that, so she was going to be a big character regardless, and due to her popularity it makes sense to bring her back on the Normandy. Jack on the other hand never had that kind of following, and a lot of people didn't like her in ME2 unless they took the time to romance her. She was great in ME3, and in her short appearance had a lot of character development, but it seems highly unlikely she was replaced by Tali considering she was never all that important to the plot or a fan-favorite.
she does have a huge following but their not as.....lets say dedicated no offense talimancers
Ya, I guess I should have phrased that better, but I do think it is safe to say that her popularity exceeds Jack's, and likely to a noticable degree. It would have been great to have her in ME3, don't get me wrong, but I think the better move was to include Tali if both were not an option (fingers crossed for ME2 Squad DLC at some point).

You still get the optimal outcome, because the asset points you get by rewritting the Heretics are replaced by having a stronger Quarian fleet when you destroy the Heretics instead.

According to the Wiki, Tali and Legion must both be present. This is a pass/fail condition, with one or both dead, peace is impossible regardless of points. Thus Tali is essential to an optimal outcome.
