Also for a non-romancing Shep Jacob isn't that bad. He's even quite badass in his own iOS game.
I feel bad for Femsheps who romanced him, though I pretty much play Male Shep exclusively.

I believe the OP's point of view follows, from my humble point of view, a flawed logic. It is not Tali's presence that caused the underdevelopment of Jack, based on the fact that you can choose for Tali to not even be present in ME3 at all. Were that the problem, you can choose to have her removed in ME2, and continue that playthrough to be completely exempt of her presence.
Besides, when Tali joins the squad, it is only three main missions left to finish the game, of which only in one the storyline forces you to bring Tali in your field team. I believe this, although unfortunate for those who do not enjoy Tali's character, it is not very demanding.
In the other hand, it is more believable that the development time you wish for Jack may be drawn from the character who currently has most air time by long shot - Liara. She is locked into your field squad during four missions, and offers numerous scripted intermissions that take place regardless if your character actively seeks her out or chooses to ignore her. My humble opinion is that her character does not achieve the level of allure the writer intended, except perhaps for those in adolescent ages, drawn by Liara's teenager, meek-but-bold archetype, bolstered by an obvious sexual appeal.
I do agree with the OP in that Jack is a fantastic character, and like many others would have deserved much more story development. But it is of my honest opinion, that this development time has not been drawn in any way from the development and air time of other characters such as Tali, Garrus, Miranda, Ashley, or anyone else. If there was one character that could be sacrificed to make way for others, that would be Liara, judging objectively by the amount of scripted and forced airtime that this character receives in comparison to the rest.

Meh. I tend to always listen to the points people make no matter how crazy it sounds. If it makes sense in the end, I don't really care how the person tells his point to me. I just want the point.

To use hyperbole, Hitler had some reasonable ideas (obviously not regarding racial purity, more economic ideas), but his hate-mongering kinda kills any of them for me. But whatever.

Well, I haven't heard of any ideas from him that were good but if I did, I would look past Hitler for it.

The polls show that Tali is the most liked straight female character of the Mass Effect Universe with a devastating margin over the next.
Liara is the most liked by the writer. Yes, the one that wrote ME3's ending.
