Remember that ME2 Squad mates could have died, and not make it into ME3, that's why the Devs. thought it was a waste of time and resource to invest in a character that could've died. All ME2 characters are optional in ME3 (Garru, Tali*) and the rest have cameos just for that.
That's why you get Liara, EDI, ASH/KAI, DLC-Javik and Vega. Because if you were a (CENSORED) and suicided everyone on ME2, players don't complain, "why i am alone on ME3". Ohh wait, forgot to mentions that this is the reason why Jack is not companion.
- Tali? Huge fan base, also for the Quarian/Geth dilemma(sorry Legion)

- Garru? hell yeahh why not? we need Calibrations!

Yeah and there's absolutely nothing else they could have gotten rid of to make Jack a squadmate. Like those tedious fetch that have absolutely no purpose but to waste your time or the whole Citadel coup which, again, serves no other purpose but to waste your time.

Lots of people do like Tali - and I'm not just saying that because I'm one of them. I see where you're going with your comparison with Jack though. The most Bioware did with Tali is the lazy stock photo bit for LIs. Blame whatever you want for that one, since Bioware's answer is that they felt this was appropriate (which if true is just shameful).

As for the topic: I liked Jack's development, wouldn't have minded seeing more of her. But I like Tali too, so I'm satisfied with her role in ME3. I'll just stand over here and shrug my shoulders :innocent:
