She was great in ME2 (alright in ME1 as well, nothing bad at all). But yeah in ME2 it was her time there and her Loyalty mission lead to so much manly tears in the fan base it's not even funny (literally, it was a sad scene and very poignant). I agree however, that in ME3 Tali is rather dull, overall, but then again most returning characters in ME3 are dull overall anyhow. For me, the same can be said with almost all characters with the exception of Jack which I do prefer a lot more in ME3. But the others, Jacob, Miranda, Garrus (yes even Garrus) and so on, mostly better in ME2.
