Since I dont know how to work with the Toolset. I wanted to ask if its possible to bring a new Playable Race with own Origin Story(s) in the game?

What is a new race you are talking about from
technical point of view? Available DA:O races/genders are actually sets of
numerous body/clothe/armor geometry attached to skeletons (skinned meshes) that
are animated with many animation sequences/ani files. Such work (new meshes,
animations) should be done in 3D modelers (Max, Maya, Blender, XSI). Perhaps, a
new race based on the existing game asserts but e.g. with new textures can be
created solely with ToolSet. New textures themselves of cause should be created
in PhotoShop or GIMP. We do not know much about ToolSet functionality in this
respect at the moment e.g. how to add new lashes textures.

This is possible, but there are certainly some hurdles. As A1x said, creating a different appearance is a bit of a hurdle, retexturing might be possible, but I don't believe we can do anything with the models yet, maybe in the future.
As for creating a new race/class from a gameplay standpoint, the main issue seems to be that playing as a modded race will cause the game to crash when the player encounters dialouge that is specific to each race/class. To deal with that, you'd likely either need to go through all the dialouge that had that parameter and include your own class, or create a catch-all that would cause a certain piece of dialouge to trigger when the player did not belong to a class that had a specified entry.

As for how much work this would be...well, let's assume you want a race of blue-skinned humanoids.
The most simple approach would be to use the existing models, and just change the colour.
The second approach would be to use the existing human/elf/dwarf (excluding the qunari, as there is no female version of those), bodies, and just replace the heads - changing them a bit.
The third, most difficult approach would be to actually change the body shape. It should not be too hard to resize the models a bit, but more extensive changes (like adding a tail) would require quite extensive changes that are currently beyond the ability of the community.
Of course, a custom race will work best in a stand-alone module .... using it in the OC could be problematic.
