Prolly cuz it doesn't actually suck?
Its accurate, has good damage per shot, and a nice clip size, therefore...a good pistol.

I just got it and test drove it. its........uhm....ok. good bronze weapon and ok against guardian with armor pierce mod. don't think I'll use it much, if at all

I'm sorry, but if you think that's good damage per shot you must be playing a different game.
ALL pistols are accurate, except the Talon due to it's shotgun nature, so that argument is moot. It only has more damage per shot than the predator...the most basic common pistol, by a few measly points. It's rate of fire is LOWER than the Predator, by a fair margin. Only point I'll give you is the magazine, but the Predator reloads so fast there's almost no break in the fire.

Can get similar recharge with other weapons as well. I get in the 180% recharge using a mattock, which hits significantly harder than this thing does. Other guns can drop a guardian in half a clip or less as well. Carnifex/Paladin drop them in 1 shot through the slot, which I did about 1000x today on my QE with Paladin.
If I wanted an all rounded pistol, I'd take a predator or a phalanx over the eagle any day. Higher dps on both of them and same weight on phalanx, lighter on the predator.

I have an eagle II. Today was happy. Got the hurricane, and that gun is beyond evil once you slap on the stabilizer mod. Things melt.
