I have already attained all the achievements. And I started a new game on my new hardrive with the same account and I am currently stuck at 50? Is having the achievement not enough? Do I actually have to have a beaten game save file on the hard drive as well?

I got to 54 in one go on my last ME1 playthrough so if you're stuck at 50 it looks like you do need a beaten save on the drive or something. I'd have thought it was done in the profile but if you've got the achievement and not the save and now you're hitting the level cap again then maybe not. This on a console? Because if not I'd just put a completed game back in the Bioware/Mass Effect/Save folder as they're only about 135-140 kilobytes. However, it might not make much difference for you because I've heard that even if you're running round killing Thresher Maws and Geth Colossuses on foot there simply are not enough xp points in the whole game to reach 60 in one playthrough unless you cheat by using an xp exploit or add points in the console. So I've heard, anyway.

Even with all the achievements, 60 is a 2 playthrough task. The best I've managed in many playthroughs is 57. There have been a few 58's around.
As far as being stuck at 50, you might finish your current game and see if it will unlock the last 10 levels, I seem to recall having this problem after I went to a new pc with a transferred game database.

I had this problem when transfering my gamer profile to a usb pen. I forgot to copy the profile back and I was stuck at 50.
