Sounds like a Graal being charged up. You can hear it when you stand near people with a charged Graal, it lasts until they fire it and starts when they begin charging again.

I tend to be quite sensitive to audio, so I have a lot of things I hate hearing. Most of them were already listed, but the ones I hate most are the mic abusers. Mouth-breathers? Push to talk is your friend. People with screaming infants or loud children in the background? Same thing. Argument with the spouse? Random internet people don't need to hear it. Phone call? Mute your mic first so we don't have to hear your entire conversation (Though you do hear some interesting ones sometimes). Common courtesy isn't too common these days.
There are two that especially get to me though.
1) Foreigners who speak perfectly good English but insist on giving instructions in their native language even though you've told them you don't speak German/Russian/Polish/etc, especially if you know *all* of them speak English. I can excuse this if I'm the only person not understanding the language (at least if I'm told that), but please tell me that.
2) People who play music over their microphones. If I wanted to listen to music, I would be. I have the courtesy not to share my horrible taste in music with you and I would appreciate if you would show me the same politeness. It makes communication impossible and drives the rest of the team insane, but you can't hear it because you've got your music up high enough to rattle your windows.

I usually don't end up with annoying open-mic people on MP. I think it has happened twice? Or maybe three times if I count the guy who in the lobby couldn't decide if he wanted his mic unplugged or plugged and then unleashed a wave of static on everyone else.
However the worst time was in a random match where three of us were quiet, but that's okay because the fourth guy did so much talking that we didn't need to.
The kid couldn't have been more than 15 and he kept whining on about how the turian sentinel and me on my AJ kept shaking the screen with BEs when he was trying to snipe.
Then he started griping about people stealing his kills.
Then he started griping about me using Reave.
Then he griped at me and the others because we didn't revive him fast enough when he kept dying.
Then he whined about me trying to protect his sorry ass with Biotic Sphere - he apparently couldn't "see through" the bubble and thus missed all his shots.
And when he ran for objectives, I'd pop a bubble around him and then attract the mob in the other direction - away from him - and he's start raging about not needing any help and waaahh.
So I left him to do his @%&#?* objectives by himself, and about five seconds later I hear the sound of a dissappointed announcer announcing that one of my teammates - Mr Haxxor Infiltrator indeed - had gotten gunned down.
I don't usually leave people to bleed out but by the freaking Mass effect universe deities... I was already having a super ****ty day and I freaking HATE kids.
So he bled out and then he started basically shouting over the mic about how we were ****ty players and useless and how everything would be much faster if we had revived him.
I then opened my mic just for the 15 seconds it took me to unleash all my rage into his putrid little ears. All. My. Rage.
At least he shut the @&¤# up after that. Man.

Worst thing I have heard is some guy (who was playing) screaming at his kid and threatening to beat the (*&% out of them for not picking up their stuff throughout the first 5 waves. I left after 5 (so for all i know it went on longer) b/c I couldnt take it anymore and it was before I knew about muting individual players.

On Xbox. I plug my mic in and leave it off just so whatever everyone else says doesn't pour through my television. I'll turn it on to communicate with better players, I'll take it off my head to ignore idiots.
