I bought Mass Effect 2 just after it was published and played it on my old laptop (now long gone). I just re-installed it on my new laptop, including the various DLC packages I had bought. The problem is that I cannot use the Cerberus Network activation code; when I enter it, I receive the error message 'code already in use'. So what to do?

Contact EA support. Far as I know they're the only ones who can help.

Are you using a new BSN/Origin account? ME2 and all of it's DLC including the Cerberus code should be registered to the account you used when Registering ME2. Otherwise, see above.

I'm having the same problem with the Cerberus Network. EA support is unhelpful. The navigation is impossible, not to mention there is no option to ask a new question.

It's there; you need to be more diligent, that's all. It's just not anything you can get fixed by your fellow game players in here.
