hey was woundering if any one could help. I'm trying to download the staff of parthalan by downloading the newsletter but it keeps saying newsletter sign up unavailable is this pernament or temporary any help would be nice thanks

Not a DAO issue. The Staff of Parthalan was for DA2 so you're technically on the wrong board and off-topic.
Having stated that...the Staff was originally supposed to be a bonus for those who signed up to the newsletter before the game was released. As such I personally doubt you can gain it by signing up to a now defunct newsletter.
Hesitant to suggest contacting EA support to be honest though you could try that should you wish.
