Hi guys.. I've played through singleplayer 3 times now and I have unlocked garrus each time. I'm on my 4th playthrough and I want my infiltrator to be able to use it. I just finished the Garrus storyline and it is not available in medbay. 

Any suggestions?

Did you have all the discussions with him? including the ones about his father and sister, the situation on Palaven, and also the scene with Shepard sniping cans with him in the Citadel? Doing all those should give you AP Ammo and Proxy mines unlocked (can't remember which one was unlocked first)

Yes, I sniped cans. I also listen to all his chatter with the Prothean and catch him making out with a certain crew member.. (spoiler averted!) . I get AP ammo as an option. Maybe I am bugged?

Most walkthroughs I skimmed through put it to the conversation after Thessia, if you've diligently chatted with Garrus after each big mission and in the Citadel, it should be unlocked when you chat with him after that mission. TBH I missed many of those unlock messages due to the way to weapon upgrade messages kept lagging up behind especially if you upgraded many weapons at a time, and you won't get the messages on further playthroughs since once unlocked the bonus powers are available on all future characters from the get-go.

ohh.. I'm not passed Thessia on this 4th playthrough, maybe thats it. Thanks
