Dragon Age Ultimate Edition is installed for all accounts on my computer. We monitor our computers' Internet use very closely due to being on a 450MB per day satellite connection. I set Guest's version to use my BioWare login so the DLCs work.
My friend, who plays DA on the Guest account, thinks that DA is trying to re-download the DLCs to my guest account; our download allowance is dropping while the game is open. The DLCs should already be on the hard drive given that I bought the Ultimate Edition so they'd be on my hard drive. Is this what is actually happening (did they release a patch I'm not aware of?), or is it what I think, that DA is communicating with the servers for DRM purposes?

Easy to check:
Log-on to the computer under the Guest account
Start DA
From the Main Menu, go to "Downloadable Content"
Click the "Installed Content" tab and see what's listed
Note: In order to play the DLC at all, after installing it you'd have had to "log-in" to the EA servers using the appropriate EA account at least once and allowed the game to authorize/validate the DLC.
Log-on to the computer under the Guest account
Start DA
