Here's what I loved about ME1's Citadel besides the size:
Loved going to Flux and dancing with Liara (she's a beautiful dancer).
Talking with Ashley and Kadian about the size and scope of the Citadel while looking out over the wards.
Listening to every squadmate's opinions of the Krogan Statue or the Mass Relay "Monument".
Confronting the Terra Firma Party/Mob (Cerberus) in the Wards.
Watching the Volus dance at Flux
Playing Quasar at Flux
I know this is silly, but I loved how the Bartender at the Embassy Lounge would wipe clean the bar while talking to you.

^ This - loved the size and scope of the Citadel in ME1 - and I guess I am among one of the few who loved those elevator "loading" scenes with squad banter and news reports.

Elevators were unecessary, long and boring. Very little NPC banter, so those elevator rides were worse. If they had at least trigged conversation for those moments it would have been bearable. Most of the banter came from Wrex and Ash. I took Kaidan, Garrus and Wrex everywhere.

me1 citadel had by far the biggest citadel, and it felt the biggest, because the distances between the individual stores and npcs that start quests was enormous
me2 citadel was no bigger than illium or tuchanka, and you had no access to the presidium
me3 basically served as the "buy/quest area" of the ENTIRE GAME. whenever i had to buy something at a store or had to start/finish a quest, i had to go to the citadel.
now: what does that mean to me? the verdict up front: me1 citadel is my favorite.
why?
1. the citadel may be the "heart" of galactic civilization (compare nihlus in me1 very early in the game), BUT its not the entire body.hence: the citadel should be a place where you HAVE TO GO now and again to finish quests and occasionally buy stuff, but it shouldnt be the ONLY place, so, point 1 for me1 and subtractions for me2 (since the citadel is just too small) and nothing whatsoever for 3
2. the point of the "non combat areas" is, that you can immerse yourself in the universe without having to shoot stuff. you should learn something about the universe when you visit these areas, hence deductions for me3 and again points for me 1
3. i actually prefer to talk to people in order to get quests and stuff, and not to just pass by and surprise them with it later on; seems a bit lazy in my opinion. i mean, you dont HAVE to do it me1 style, i.e. talk to someone to get these quests, maybe make a "sidequest terminal" where you can see help requests and decide whether or not to act on them, would be in better congruence with the universe IMHO, (maybe even haggle over price or something). kind of like the spectre terminal, only that the bonus would be money or upgrades instead of EMS score....(just to point this out here, not a big fan of the spectre terminal either, but mainly because the rewards are for the most part EMS, if there is one at all)
so again me1 gets my favor, but me2 is a close second.
4. NPCs on the first 2 me citadels seem more alive to me; not sure why; so deductions for me3 and points for the first two
EDIT: point 4 may have some overlap with point 3, but still, same verdict
in conclusion: me1 citadel FTW.

However ME3's map was far better. ME2 was often difficult to see and cluttered, no zoom ability. 3 at least straight up told you locations people or sub-quest missions were located. it made searching a bit easier.

Atmosphere and ambiance trumps size anyday. The ME1 Citadel was way too empty for something that has millions of people on it. As I recall, the Citadel is supposed to be like a densely populated city, and yet there really aren't many people to be seen. ME1 was the worst about this, since not only were there few people, they did almost nothing. Maybe they walked in preset paths that became obvious almost immediately, but that's it really. In ME2 and 3, the people are more lively. They have conversations and arguments, and help make the place seem like an actual place instead of a cardboard cut-out. ME3 took the improved atmosphere from 2 and the size from 1 and compromised between them.

I really like the layout of the ME1 citadel, although visually the only inspiring things are the view over the Ward and the large Presidium ring area. Also, most places feel quite empty, and many of the areas are only ever used once. If they'd remake it, and make it as detailed, full of life and interresting to look at as the ME3 Citadel, that would be perfect.
