From what I'm to understand, you're able to flirt with say Ashley/Liara as long as you don't lock in the romance. Now I haven't locked in a romance with anyone but have flirted with Liara and now that I'm at the stage where you can invite Tali up to your cabin, it doesn't give me a chance to romance Tali again and just says I'm no longer alone, I'm with Liara now.
Is there a way to go around this or do I need to restart and just shoot everyone else down?

Yep you talked to her on the presidium after the coop yes then you are SOL and must restart

A restart is necessary, yes. You've locked in with Liara by now. Her lock-in point is when you talk to her at the Presidium Commons, specifically when she's moved to the side of the Presidium opposite of where the elevator is. Tali's lock-in point is when you invite her up to your cabin.

You are only locked in with Liara if you choose "More than Friends" line in the conversation with her on the Presidium.

You should have backed off on the flirting. Your wandering eyes got you in trouble, and now you have to deal with the consequences.
I actually made this same mistake on my first playthrough, and choosing the "More Than Friends" option unlocked the Paramour achievement, so that's when I knew I had gone too far, and I reloaded a save before that so I could romance Tali.
There are romance guides out there, that let you know exactly what you can and can't do, and when.
