My personal favorite way to kill swarmers is to use a stasis bubble on the ravager and then quickly pop all the sacs before the ravager moves too far.
Why not kill the swarmers?

I have an idiosyncrasy where I absolutely loathe to waste bullets on Swarmers. Well, that's mainly since I use low-ammo, hard-hitting guns. I'll usually ignore them unless I can melee them or have a power ready.

Another one of my favorites is to Overload the Ravager, quickly pop all the sacks and then incinerate it. Tech Burst obliterates swarmers, and I get a 1min cycle of 25xp in the middle of my screen to congratulate me for my hard work.

Few people carry around an automatic weapon against reapers, and I'm not going to waste six Carnifex shots on them.
I usually throw or stasis bubble a clump of them if I happen to have time, but on Gold you do have quite a few more important targets to worry about during rounds.

I sure wish a radius/length enhanced Shockwave would eliminate the swarm, but for some odd reason it'll only kill one swarmer at a time.

Exploding combat drone with chain shock pretty much keeps swarmers off the map. Just cast and then proceed to kill the Ravager at your leisure.
I think a lot of people just ignore them because a couple here and there don't hurt that bad, and they don't want to take focus off of more dangerous foes. That and they don't want to waste half their carnifex rounds cleaning them up.
I can't help but chuckle whenever someone walks over a big pile of them. (Sometimes they get all bunched up close) I usually just follow them because I know they'll need revived soon.

All the jokes aside, you really should (and more players need to) prioritize killing Swarmers on Gold. I see them responsible, indirectly, for alot of downings on Gold, because while they do little damage, the biggest problem is being made "wet" by them prevents shields from recharging that much faster which really can make or break a game fast on gold.
My guess is either people feel petty (on this of all things) and don't go after them, or are lacking a weapon or power approprate to use them, which IMO highlights the issue with people carrying these heavy, single/few round weapons with no backup.

I've always broken the sacs, regardless of what character I'm using. However, it is also extremely easy to fire one proxy/reave/overload/incinerate to kill them. They are slow moving, have poor aim, and they're ridiculously easy to squash.
I've died more to the lingering effect of running over the acid than I have to swarmers. I can't think of any character that's incapable of dealing with them, but truly, if you have an area attack (heck, even stasis bubble works) then just use it on the Ravager as it's dying.
As for people you play with ignoring them? Yes, happens all the time. Annoying, but still, one proxy/incinerate/whathaveyou will work fine. Just teaches you to watch your back.

I purposefully shoot Ravagers with a shotgun or automatic with piercing to break the sacks, then toss a frag grenade at it. they're not worth taking the time to shoot at individually, but instantly killing a dozen with a grenade i was going to throw anyway is a nice XP bonus.

I ignore them when I'm vanguarding because I may need them later. Need shield while fighting a banshee? Charge a swarmer, it's safer. Need to get away from a crowd to a flanking position? Charge a swarmer, they're liable to be away from the group.

I use a cobra missile on each swarmer I see. Good thing I can carry 5 missiles.
