It's not only class balance but story balance. Carver can end up with the templars, just as Bethany can end up with the Circle. If you're a mage, Templar Carver provides a(nother) reason to not fight the templars, or at least a reason to not think All Templars Are Evil as he will eventually side with you IIRC. In that sense Bethany would be redundant to a Mage Hawke. Theoretically, anyway.
