I dont really understand what bioware was thinking here, the psp made sense as a "special" weekend pack but to have it all the time imo makes a spectre pack obsolete and useless. unless of course you are going for more high level consumables. Am I missing something?
below is a post I did a while go on this. I am guessing it doesn't works out exaclty this way, but I have had much more luck in getting regular, and I have leveled up my weapons pretty fast. And although it has been a while since I have seen two rares in a regular (it can happen), I ALWAYS get a character card in a PSP, in one of the rare slots, so essentially I am paying 65% more for a char card, while getting the same weapon upgrade. . And I have gotten 5 Ultra rares in the last 16 regulars I have bought, over the last 3 days (another Paladin (II) today...., making 2 Paladin, 1 Talon, 1 Black Widow, and 1 Saber). I'll stick wiht the regulars. You get a lot more items....

i dont think the premiums are worth it (anyway), unless you only want ultra rares. They are ~70% more than spectre, so the math...
6 premium spectre packs - 600k
12 guaranteed rare
30 total items
10 spectre packs 600k
10 guaranteed rares
50 total items
But
wait, there is more. You have a 6% chance in the other slots in a
regular specre of pulling a rare, and a 5% chance in a premium. But in
the regular you have more slots, so...
there are 40 "possible
rare" slots in 10 regulars, giving a 240% chance you will pull more
rares in those 10. If the random actually worked, it would be on average
~12.5 rares out of 10 packs, or 25 out of 20. In the premium you have a
5% chance of pulling a rare in the open slots, with 18 open slots in 6
packs, that is a 90% chance, or roughly an extra rare per 6. So out of 6
packs, you should end up with roughly 13 rares, or 26 per 12. So out of
1.2 million credits spent, (12 premium or 20 regular), you get a
whooping 1 additional rare, and 40 less items.
