Song of Valor Hidden Function?

Song of Valor would seem very worthless according  to the forumula 0.5 + 0.01 * (the bard's cunning - 10) used to determine the amount of stamina/mana regen, however...I'm finding that this ability has some sort of hidden bonus that offsets stamina and mana regeneration penalties from talents/spells.

Currently Leliana has 22 Cunning (Level 7). The formula suggests that I would receive a bonus of .62 stamina/mana regen per tick.

I activate Berserk on my Warrior (Level 7), with no Resilience or Constraint which should impose a -3.0 stamina regen penalty. My warrior should have an overall stamina regen rate of -2.38. Instead, he is regenerating stamina at a decent pace. I have no stamina regen gear on whatsoever (and this is all during combat, not outside).

I have confirmed this with Haste (-3.0 mana regen penalty), Cleansing Aura (-10.0 mana regen penalty!), Berserk (-3.0 or -1.0 depending on talents), and Momentum (-2.0).

I'm not sure if this is a bug or the original intent for Song of Valor (to offset regeneration penalty and provide a small additional bonus), the latter making it a deceivingly powerful ability, especially  if you plan on using any of the heavy regen penalty abilities.

Can anyone else confirm this? Matthew Young CT can you shed some math genius light on this?
