Adding an option for 100% Messy Kills (Console code?)

whoops sry - pushed enter before I pasted my summary of the topic!! Basically, I'm wondering if there was (or is?) some way to enable 'messy kills' 100% of the time. It could be done like checking off a box next to "persistent gore", or as a quick console code for PC players to type in, but I was wondering if there was any way to have this happen. And yes, I know there's always a chance of it happening, and that certain items increase this chance, but I want to have the increased chance/100% on all my characters without giving up stats that would put them at a disadvantage (and I'd prefer not to mod my weapons to keep them up to date)
