Makes the point that height/width variation would mess up cutscenes and animations... but someone else makes the point that such variation already exists within the game, as dwarves, elves, and humans (as well as males and females) are different shapes and sizes.

Algorithmic coding can account for variances in body size, mass, and height and adapt on the fly as well as model deformation and clipping. Is it easy to learn to code this way? No.
Another issue is that textures can look crappier when stretched/shrunk.
So... I'm going to say that it is probably possible, it's just not easy and might involve some tweaking. Therefor, I'm making the request for it. If I had programming/modding skills, I would pitch in, but I don't (yet) and can only contribute to design.
Here's my ideas:
[*]Put it in the character creator.
[*]Nude option (or version) for those who want it. I suspect many people will want both nudity and variation, might as well integrate them.
- Equipable underwear. Basically goes in armor slot.
- Body hair - Similar to facial hair. Different varieties, colors, and an opacity slider. Ideally, divided into components: Chest, Abs, Groin, Back, Rear, Forearms, Thighs, Legs
- Tattoos - Similar to facial tattoos. Also includes freckles & beauty marks.
- Scars - Similar to facial scars. You can kinda see where I'm going with this.
- Veins - Additional veins to the arms and groin.
- Length
- Width
- Textures: Nail color, scars, hair, circumcision
