 I'm sure this has been asked and answered, but the digging to find it is daunting when compared to just asking the community for a quick revisit:

What is the deal with Seneschal Varel?  Is he a Warden is he not?  He's administering the Joining, but he comments on how the Wardens keep their own council (as in, not sharing with him - because he isn't one?) and he says you're the only Warden assigned to Ferelden, but again he's administering the Joining and gives the oath and says it's the words WE have said since the first..

So what's going on with that?  Did we ever figure it out and/or get an answer from the Bioware folk around about?

I just happened to be doing a replay to import to replay DA2 and this was bothering me (again).:huh:

 From what I understand, The Wardens took him into their confidence for the sake of convenience. There may be some things he wasn't told, but he knows way more than the average non-Warden, and at least as much as Jory was killed to keep secret. (Yes, I know that wasn't the only reason, but it was a big one.)

He is a work around for the silent protaganist. Not a warden, but he keeps the
keep running when the warden's are doing warden stuff.

Oh bother. I was hoping they had a better excuse for it than the obvious ones of non-voiced protagonist and convenient administrator. I wanna make him drink from the big cup if he's going to know Warden secrets. /sigh

I wanted to administer Joining myself, dammit. Am i warden-commander or not?

I actually really liked the Seneschal. Too many good men and women potentially die in the Joining and the Grey Wardens still have too few allies anyway (despite defeating the Achdemon) so I think it's highly useful to have a loyal, trusted non-Warden to keep house and act as a go-between for the Grey Wardens and local nobility.

Not to mention the Warden-Commander is new to the Keep (and potentially being a military commander in general) whereas he's been working there for many years, so it's nice to have someone experienced show you the ropes or at least run things efficiently while you're away.

Finally, the Warden-Commander's job is mostly to rebuild the Grey Warden order and investigate the local darkspawn attacks, so you can't realistically do all that and single-handedly run the keep, the local garrison, merchants, craftsmen, peasantry and nobility all on your own. That's where the Seneschal comes in. Everyone has a part to play.
