Stargazer scene actually not part of the story, but a message directly to the players?

I'm enjoying it while it lasts, too. Not every year does a game come along that invokes the desire to speculate and analyze it to this degree. This is the first one that has had that effect for me, in fact.

I dont think it alludes to the EC either. I think the contents of the EC are something bioware either intended to include with the original game (they got 3 months less to finish the game than they wanted, and it is most likely going to take approximately 3 months to complete the EC, or so I've heard), or is something they thought would be unneccessary, but that they are doing to tide folks over until the actual DLC missions come out.
People mistakenly assume there will be no post-ending DLC, but nothing Bioware has said rules it out. I think post-ending DLC is what the stargazer scene is referring to.

In retrospect if they wanted to do a voice over exit to the game like the voice over intro of the game, it wouldn't have been difficult to have it be done by Hackett, since he's the only surviving voice over character who helped pick Shepard at the beginning of game one. It would have been a nicer way to round out the ending with a story rather than go with a random scene of a storyteller...makes it feel so impersonal.
The fact that they step out of their normal narrative style is part of the clue, I think.

Naturally, Casey felt so inspired by this letter, that he made...whatever the hell that Stargazer scene is supposed to be.

Bioware was not planning any Extended cut, it has been stated that their other DLC plans have been stopped to work on the EC, so nope, this was not planned as part of that man/kid scene, probably just talking of DLC in general.
Also it has been stated before, this is the final chapter of Shepard, so nothing alluding to future release either because the kid is asking about Shepard, not just another story...so again, probably just DLC.
"really! we thought this was good enough!" - press release about the ending
"quick - go get that **** we cut to create more speculation. get me a time estimate" - to co-workers about the ending
"ok - we're releasing an Extended Cut!" - press release about the ending

Really, the obvious answer is usually the correct one. Especially when dealing with ME3-caliber AAA writing.
