Assuming the RNG gods are with you and ony PSPs are unclocked, it would, at best, take some 7,000,000 credits to do that (or you could be very rich). With a farming approach and assuming you promote, I struggle to see how all rares would be maxed below an N7 of 500 and if other packs are unlocked, or character cards unclocked, it could be N7 1,000 or more before all are unclocked.
I would estimate only 5% of players, at best, have all their rares maxed. Just look at the leaderboard - many posters here will be right up the top.
I can understand this misunderstanding because the BSN attracts more accomplished (a.k.a. Elite) gamers to post, so more players appear maxed and so the perception is that this is true of most players.

Assuming you've been playing ME3 regularily since release day, all your rares should be unlocked. Unless you're doing it wrong and not making enough credits to buy the packs. I had all my rares maxed prior to Resurgence and then it only took me about a week to max all my Resurgence weapons. And I don't play all day, everyday. Now I'm playing about once a week, if that. It won't take me long to max whatever new DLC weapons get released considering they'll be the only unlocks I need other than ultra rares.
Are you not playing very often? Not playing gold (for max credit reward)? Even with character cards screwing me fairly often, maxing my rares wasn't all that difficult.
EDIT: I should add, my N7 rating has been 360 for a while now and kinda has nothing to do with my unlocks (I don't understand the implication that N7 rating relates to rare weapon unlocks).

You're assuming that most people regularly play and complete wave 10 of gold, which isn't the case. Most of the player base plays/succeeds on bronze/silver, where the credit rewards are significantly less. Then there's the factor of time. Elite players can complete gold matches within a reasonable amount of time, say 20-30 minutes. Less skilled players, even if they manage to get deep into a gold match, may be looking at upwards of 35-40 minutes by the end of wave 11, which is a less favorable credit:time ratio and may discourage them from continuing to play gold matches. There are also people for whom playing gold is unpleasant and stressful and who are more interested in playing for enjoyment than credits. The pressure from other profit-minded players in gold lobbies to run the most efficient/widely approved of builds contributes to this. Furthermore, succeeding on gold is much easier with a regular/communicating team, which may be hard to organize if one does not frequent social sites like this one. Then there are more minor factors, like the vagaries of the RNG system and character cards, network latency which is particularly problematic on gold, and constant EA server disconnects for numerous individuals.
Sorry, wall of text. But basically, I don't think the elite/pro/competitive ME3 multiplayer gamers who are so numerous on the BSN should extrapolate from their own experience to presume how the rest of the player base, which is much larger, less organized, less dedicated and (usually) less skilled, plays.
