I can understand this misunderstanding because the BSN attracts more accomplished (a.k.a. Elite) gamers to post, so more players appear maxed and so the perception is that this is true of most players.

Assuming you've been playing ME3 regularily since release day, all your rares should be unlocked. Unless you're doing it wrong and not making enough credits to buy the packs. I had all my rares maxed prior to Resurgence and then it only took me about a week to max all my Resurgence weapons. And I don't play all day, everyday. Now I'm playing about once a week, if that. It won't take me long to max whatever new DLC weapons get released considering they'll be the only unlocks I need other than ultra rares.
Are you not playing very often? Not playing gold (for max credit reward)? Even with character cards screwing me fairly often, maxing my rares wasn't all that difficult.
EDIT: I should add, my N7 rating has been 360 for a while now and kinda has nothing to do with my unlocks (I don't understand the implication that N7 rating relates to rare weapon unlocks).
EDIT-EDIT: I should also add that I haven't spent any real money on packs.
Can't speak for adrest4, but I primarily play bronze, occasionally silver, and almost never gold. I have been playing since release, but, well...

To be fair, I get the point that Klokateer makes that if you don't suck and you play Gold, you
can get the rares maxed more quickly. I play more for fun on Bronze and Silver, so I guess I'm 60% maxed on rares. So sure, the N7:Rare relationship is not a hard one.
I still think the people who have maxed rares are a tiny percentage of all the people who play ME3 MP, and most of the leaderboard is pretty low level, which makes the Rare Victory pack useful for most players, but I can see that a greater proportion of BSN regulars (I still don't think most of them) will be on max rare.
I wanted to balance the argument that I see regularly on this forum which is that
most people have everything but ultra-rares maxed and
most people can solo Gold. I don't buy that. That doesn't mean that some people don't have those things and some people can solo gold - respect to them.

This Vic pack may be worthless to you, but that is not an indication of its actual worth to the majority of the playerbase.
