Basically, you yourself have to promote 3 characters in order to receive the commendation pack. They did a similar one to this a few operations ago.

Why call it a "squad goal" in the first place then? Had me confused.
Dunno why they would do that. It should be more of a "individual" goal but I guess they want to stick with uniformity when listing the challenges I guess.
I take it to mean that when you promote, all the characters on that row (engineers, adepts, whichever) are promoted. You just sent a whole squad to the front lines.

Sorry, wall of text. But basically, I don't think the elite/pro/competitive ME3 multiplayer gamers who are so numerous on the BSN should extrapolate from their own experience to presume how the rest of the player base, which is much larger, less organized, less dedicated and (usually) less skilled, plays.
This is why I asked how often he/she/it was playing and whether it was on gold difficulty. I mainly replied because I didn't agree with (nor understand) the OP's suggestion that N7 rating has something to do with rare weapon unlocks.
Oh, ok, fair enough. I didn't pay attention to all the nuances of what people have been saying, I just picked up on the maxed rare weapons comment. Didn't mean to direct it at you personally either.

Banshees are even less of a threat when using the FBW farming tactic than the Geth enemies are, owing to the fact that they can't get over the desk that everybody hides behind during the match. This isn't going to make the tiniest bit of difference to anyone who farms that setup.

Fantastic.
Also, I doubt people avoided Banshees; BioWare set the goal unrealistically high; probably so they could roll out this abomination of a challenge.
As good a game as this is, it's more of a starting point. The basic concepts and gameplay are fun, but poor decisions like this one make the game less than it could have been. Blah blah blah. Ignore me; just frustrated because they're intentionally making the game less fun for no apparent reason while ignoring the issues that already plague the game.

Nobody's sure why but the Banshees can't teleport through the desks. They hang on them and just stand there until they pick a new target.
If everybody's behind cover, she'll just stand there trying to teleport and not making it anywhere.
If anybody's out of cover, like say, an Infiltrator hiding at the back door, she'll lock on to them, walk through the room to reach them, and be behind the cover, at which point everybody's boned unless somebody pulls out a Cobra.

BioWare - Outstanding!! I can hardly wait! Always psyched for the fortnightly Op challenge and I'm so looking forward to this one - random Banshee spawning?! Wooo!!
Besided it is a matter of luck what you get. Yes I have had all my rares maxxed for awhile but my last 2 uncommons were just maxxed last week. So if their rares are maxxed but an uncommon isn't then they will probably get a needed uncommon. Either way it is nice that it is now a lil mmore than just an equip pack. And as for those complaining of the promote character goal. It makes sense. We failed last mission so or reinforcements need more training. Now those reinforcements are under attack. Just promote and perhaps we will finally get reinforcements. And those who are happy with an N7 rank under 130 must never play random games on xbox. Because lots of the high rank players kick those under 130. I don't but I have met them. Of course some of the low ranks are now kicking those with a higher rank too. Just stop kickin for dumb reasons. Only real reason to kick is because the person is being very offensive or unwilling to be a team player. No I do NOT mean kick vanguards for that then, some of them can and do make good teammates. Now let's just enjoy and remember this is memorial weekend in the U.S. So for us promoting is a great requirement because we will be busy most of the holiday weekend. Afterall where I am we have a spring festival all memorial weekend every yr. Junk food, carnival fun and vendors sellin stuff. Gotta love it.

N7 reward comes from Commendation packs, Commendation packs come from squad goal like they always have.
