Based on the description, I'm pretty sure its as simple as promoting 3 classes. It does not matter which ones - so you could do the same class three times if you want.

Once you promote a class, all of the characters within that class go back to level 1. You don't lose any of your unlocked character cards, they all just go back to leve l 1.

Yeah. I don't see any promises about a DLC release before the next operation. But people on the internet will read something and understand what they want to understand, not what was said.

You'd think no one has played a weekend op for this game before.
Just in case it isn't mentioned in the next 15 pages after these comments (I don't have time to check) it's always been squad goal and community goal. All that means is squad = commendation, community = victory. Just promote YOUR 3 characters and you get an N7 weapon. Yes, it's easy and it barely requires you to do anything. After gold extractions, it's a break. So just stop whining and do it.
As for the guaranteed weapon in the pack changing? No. commendation is N7. Victory NOW, UNLIKE BEFORE, has a chance to contain a rare. Something got added because of the "this victory pack sucks. Why didn't I get something awesome even though I never logged in at all this weekend" whining.
Be happy. They could just not DO any operations. LIKE EVERY OTHER MP GAME.
The entitlement this community has is soooo painful.

PS: that banshee appearing in other enemy lines idea is brilliant and challenging , loved that move devs! finally a real challenge in gold!

Yeah, I was pretty excited about this. And now, they made the victory pack worth getting.
The only thing bad about this Op? I probably won't be able to play much because I'm going to visit my family at home :/
