Texas, actually. Checked ME3 maybe 2 hours ago with no Commendation still. Checked in just now, still no pack. I had to call support for last event's commendation.

These same conversations happen (literally) every single event. People don't get their packs on time, including me, and we get pissed.

I doubt I'll get the commendation pack. I got my 3rd promo about 45 minutes after 5pm.
But I did get a victory pack. So I'm not complaining.
