Considering it all started to prevent Liara from being kicked before 15 other characters, I'm betting it's some Liara forum usergroup/fanclub where someone posted the poll to rig the results. And probably they're proud of it, the sad kids. :3
It was a nice initiative anyway, maybe better luck next time somewhere where only adults are allowed.

Sounds like a lot of effort, and not sure that stops whoever broke it the first time to just post on a zillion diferent accounts or rally their usergroup/fanclub to post their votes here anyway.
If you still wanna do it, go for it though.
