1. Red hair.
2. Has respect for your work - says the saving the galaxy needs to come first before you both have time for romance.
3. Has an emotional response to the crisis.
4. Is caring about other people - puts all her time into helping refugees.
5. Is a good dancer.
6. Kept your fish alive for 6 months while you were grounded.
7. Tried to save Space Hamster - cares for animals.
8. Has large green eyes.
9. Has a real need for you and is appreciative - you save her life at least three times.
10. Provides a civilian perspective to a romance. Potentially the only romance who isn't a soldier of some sort? My Shepard enjoys a life outside the military.
11. Writes to you.
Kelly also has a more dedicated fanbase. In the 485 page LI tribute book being compiled, there are multiple Kelly letters and fanarts, but nothing done for Traynor. Probably a smaller fanbase, but more dedicated.

The thing I really liked about Kelly is that she's Mass Effect's Average Joe. Where everyone else is extraordinary (an expert or genius, etc) Kelly is just your nice secretary. She gets frightened, she's not a soldier or a scientist but she still wants to help and I think that's admirable. I find her easier to relate to than most of the characters.
Traynor kind of filled the role of Average Joe but not as well. I liked that she got a bit flustered around Shepard and that she was crap at taking compliments (I think that's kind of a British thing though). Traynor takes a while to come out of her shell which I liked.
I did like that Traynor tells Shepard "flatter me all you like, I'm still not feeding your fish." I think that was the writers way of saying "she isn't Kelly!"

Wasn't the suicide connected with Shepard being a royal dick to her when she confesses that she spied on you for TIM? If it's true, she must have felt tremendously guilty for unwittingly bertraying her friend/lover, as well as working for a horrible terrorist organization. Adding to the mental trauma she endured not only on the Collector ship, but during the coup where she got to see Cerberus' work first hand, is it really so strange that she just couldn't deal with it anymore? Shepard refusing to forgive her was probably the last straw. Poor girl.
Anyway. I adore them both. Kelly is a very sweet person and Samantha is the very definition of adorkable. She can beat me at chess anytime.

that was just the overall feel i got from the ME2 romance in ME 3 i feel that if Shepard "rekindles" the romance with Kelly that it is more persuing a real one with her.
