While still possible, I doubt it'll be within the next DLC pack, or subsequent pack. But still, you never know.

They created a naked Yagh model for the game. A naked Yagh model. It's there, you can see them in SurKesh.
Why would they be unable to create female versions of the aliens we already know?
It's simple:
1) Contact the artist or art team that designed Turians
2) Tell them to give you some possible Turian female designs
3) Choose one of those designs.*
4) Hire voice actress.
5) Add cool Turian voice distorsion to her lines.
Done. Female Turians.
Also applicable to Krogan and Drell. Salarians would be cool, too, but I understand why they're unlikely and rare and I accept it.
*IMPORTANT: Make sure it's not a lazy and/or stupid design, like that cheap stock photo manipulation that was "Tali".

They tried to make female turians back in ME1 but it just looked awkward so they dropped it.
And I dont think that's bad

you can fire a gun in the mass effect universe without putting in another thermal clip, it's just going to damage your gun (EX: Zaeed and Jessie.). Still, can't shoot them like that in actual gameplay because we don't have fancy robes with the fleur de france on them. (Fancy Pattern DLC pack! 8D)
And just some inflation/deflation tweaks are just going to make it look silly. While I've seen people do great art of fem turians without them being oddly sexualized or otherwise given unecessary human features (I am oddly proud of how I worded that.), I've imagined your suggestion for the model and it the image I got was...lackluster, at best. They'd have to do more design to have a better overall look without ruining the idea.
...or they could just give them big poofy robes like they did for Urdnot Bakara and the Dalatrass. Hide everything and avoid having to make a new model.
...and mind you this whole time I'm not saying it can't happen, I'm just saying they'll need to work to make it right, find a balance between looks and...well looks. If that made any sense. Make it distinct without making it bad.

THEY CREATED A NAKED YAGH MODEL FOR THE GAME.
The problem does not lay in actually making a working turian female model. The problem may possibly lay in that the production team does not like creating female characters that aren't insta-boner material, to put it mildly.
That's why there are only a few exceptions (Rachni Queen, Eve, the Salarian Dalatrass, Kalros)

1) design already done, (see above post) all that would need to be done is the actual 3d modeling

3) could be done as a poll by fans here on forum
4) I know a lot of women that would do this for free, we're not talking hours of work here, this is MP so all they would need to regord is little one liners like "ATLAS!" "I'm DOWN"
5) could be done easily by amanure, Hell with a little practice I cold do this with soundforge myself. Not that hard.

While a female turian would be cool, I don't mind gender-bending myself by playing a male turian. I would actually like to have "skin tone" give us a selection of CLAN FACIAL MARKINGS before I get a female turian.
