Circle Count in the Free Marches - 5?

 So of the 14 Circles of Magi in Thedas, we have (courtesy of gathered codex entries, as seen here:  http://dragonage.wik...Circles_of_Magi ):

Anderfels:
-Hossburg

Antiva:
-Antiva City/Unknown?

Ferelden:
-Jainen
-Kinloch Hold

Orlais:
-Val Royeaux
-Montsimmard

Nevarra:
-Cumberland
-Nevarra City

Rivain:
-Dairsmuid*  (Annulled)

Free Marches:
-Kirkwall
-Starkhaven* (Burned, current status unknown)
-Markham
-Ostwick
-Ansburg

But the lore in-game says that there are only two Circles in the Free Marches.  Have some of these Circles been destroyed/annulled?  Have certain city-states rebelled against inclusion in the Free Marches?

Also as a point of curiosity, if there was a Circle of Magi in Ansburg, and Orsino is from Ansburg, why was he transferred to Kirkwall as a young child?  Really curious to know the circumstances.

Interesting questions.

There seems to be considerable transfer of mages between Circles, although it doesn't seem to be at the mage's request or instigation. Consider that Leandra's cousin gave birth to two mage children, one of whom was sent to Kinloch Hold (and potentially became a Grey Warden) and another was sent to a different Circle outside Kirkwall. Leandra never mentions family in Ferelden, so presumably her cousin was from the Free Marches, too, and this cousin's children were separated geographically. This makes sense. Chantry-run Circles operate under principles of isolation, so separating the mage from any potential support is important. Bethany is not sent to a Circle outside Kirkwall, but Bethany enjoys many privileges not usually available to interred mages.
