I bought wardens keep and it wouldn't download. i sat here for about half an hour and it stayed at 0%. i then exited the game and restarted it hoping that would work and now it says i have to rebuy the add-on.

Kawelch, verify that the Dragon Age Origins Content Updater Service has been started before you start the game. It needs to run so the game can connect to the server to verify which content you own. (So you need it not only for downloading but for playing)
1.) Press the windows key + R (or click Start and then RUN) and type in services.msc and press ENTER
2.) Locate the Dragon Age: Origins - Content Update in the list of services.
3.) Right click it and select START
If you continue to have issues getting it downloaded and installed there are more solutions to common issues in Redeemed DLC Troubleshooting FAQ

I've had problems with my promotional codes as well. I've redeemed both the Blood Dragon Armor and the Shale quest line as well. Both show up here in my profile>your registered game promotions but when i'm in game they're not in the downloadable content and when i 'refresh' the wallet still nothing. I'm happy to know my codes are at least on my profile but I'd actually like to try them. Any suggestions?

This is how I fixed it:
- Open DAO (Duh)
- Click on Configure ( Should take you to DAO Configuration Utility)
- Click Repair
- Click Clear Download Cache
- If you havent already download Patch 1.04
- Start download again
