The thread title asks best, but favorite was then mentioned, and those can be drastically different things.
I basically agree with what Rudy already said, although if you have it the Particle Rifle is particularly strong with IEA as well.
Personally my preference leans towards the Vindicator with Scope and AR Piercing as it is good all around as well as light. I play on PC so it is probably easier to combat muzzle climb than on console, I don't know. If you are in cover muzzle climb on it is negligible.
Mattock I consider nearly equivalent to the Vindicator in terms of effectiveness, but it plays differently and is marginally heavier. Vindicator is really more accurate at high rate of fire if you can control muzzle climb.
Revenant is a fun gun, although it takes a downgrade from ME2 as the accuracy is not particularly good. I fight the muzzle climb on it and run Scope and AR Piercing as well. You can try out Stability vs the Scope for yourself and see which you prefer. I like the slightly smaller group size from the Scope and just fight the muzzle climb.
Quickly running through the others:
Avenger makes an offensive noise, does hardly any damage per shot, and looks like a tuna, but on the other hand it is very light. IEA makes anything with a decent rate of fire look good though, and that includes this weapon.
Phaeston might as well be an Avenger that has less damage per shot, but more ROF. It is almost interchangeable with the Avenger, except that it seems like it does less effective damage due to reduced accuracy.
GPR, like all the other automatics, is pretty mediocre without AR Piercing and IEA. Add those and it is good, just like the two above.
Argus needs some help. I admit I haven't used it in any real missions, but I can't imagine it is all that useful from back to back range time between it and the other rifles.
Likewise, Valkyrie is described as an "Avenger variant" although in practice it seems to have a lot more in common with the Vindicator. I prefer the Vindicator over it.
Saber is an odd weapon that is limited in ammo capacity. It is really very similar in function to the Viper, and that may not be a good thing. It has higher damage per shot and ROF, although it is slightly less accurate if you try to spray out the rounds. It also weighs as much as the Revenant,which I prefer to this weapon. If you are good at aiming though this weapon can be pretty useful (moreso than the Viper), but it is somewhat tricky to hit rapidly moving targets with. All in all I suppose I can give it a provisional recommendation.
