...but, what are the 'Landmark' things for?

I see them everywhere, and thought it might be to do with a quest, but my last playthrough I comleted almost all the side quests, and didnt see ANYTHING to do with them?
I'm on my third playthrough now, and I'm in Lothering and found one there! So I don't know how it could be to do with a quest?
