A lot of people have complained that assault rifles and SMGs are
underpowered in Mass Effect 3- especially on Gold/Insanity, where armour reduces their damage to a
fraction of the original. In Mass Efffect 2, weapons had damage modifiers, but in Mass effect 3 it is basically high-damage-per-projectile-weapons vs armour and high DPS guns vs shields and barriers.

Guns that fire lots of projectiles (pellet shotguns and automatics) barely suffer from the shield gate effect (which reduces, depending on difficulty, from 50-100% damage that exceeds the shield/barrier and carries over to the health/armour) but guns like the Black Widow are hardly hampered by it as well, and shotguns/SMGs/assault rifles have no direct advantage vs this type of protection.

It might require some rebalancing in terms of base damage, but if you did extra damage to shields and barriers by hitting them again within a short timespan, the previous anti-shield/barrier guns would benefit greatly.
Example: attacking again within 0.4s would give a steadily decreasing 20% weapon damage bonus to a target, i.e. a gun that fires at 600 rpm (one shot per 0.1s) would deal 20 - (20 x (0.1/0.4)) = 15 % extra damage for the next bullet. Shotguns would always get more or less 20% extra damage as all the pellets hit almost immediately in succession. This system would also emphasise the benefits of concentrated fire, as teammamates´ shots would always prime the following shot for extra damage.
The damage of Cerberus turrets has to be nerfed to compensate for this effect, though.

Thoughts?

It's an interesting idea, but I doubt they are going to implement any changes to the gameplay whatsoever.
