Did they ever fix the face importer bug? I thought I read that they did, but I tried starting a new game with a different character and the face was still different from my ME2 character. Did they fix it and it just looks different because they changed some of the face features?

The fix worked for most, but not everyone. I had good luck with it, save for one male that just didn't look right.

By the looks of it it, no. It's not completely fixed, and I doubt they give a damn at this point.

damn...guess I just have to redo my character faces. Most of them I don't care, but a few of them I actually liked my ME2 faces and put some time into making them.

Its not that they "don't give a damn" it's that they're focused on the EC and nothing else. Which is kind of good, but also bad because stuff like this gets put on the back burner. After the EC comes out I'm sure we'll start seeing some patches come out.
