I actually am thinking since the DLC was leaked they re skinned them to be ex cerb. I mean come on everything else that was leaked was right and there is really nothing phoenix like about ex cerb agents.

Cerberus, the hellhound guarding the ancient greek Hades, a.k.a. hell. Hell is fiery by most modern interpretation/imagination. Someone that would quit Cerberus to return to the normal living would hence rise from the fires.
