I also find that whenever I just run nearby an enemy to place a bubble, I die because I just melee stun locked or instant grabbed/stabbed/slammed.

First make sure you are not too close to the enemy. Leave the amount of space it takes to play the bubble animation. NExt make sure your crosshair doesn't point at an enemy(a.k.a. turns red). Best thing to do is not running at the enemy but next to them so you're clear.
If that doesn't help either (too many enemies around), look at the floor, move backwards (in case you're still too close) and spam the bubble button.

Best way to get Brutes is to Reave, let them charge at you (and dodge, obviously) place the bubble while they recover, Dash back and Reave. Repeat once and you're good.
Be careful with Phantoms. Out in the open it's basically Reave, headshot, headshot, Bubble. You have to be fast, though, to stagger the Phantom with the BE before you go down. In CQ just play hide and seek.

I'm using structural ergonomics V now for a 15% power recharge speed on my gear too. Its amazing.
Buying 20k vet packs is probably the quickest way to level that gear up.

I recently switched to using the Mattock from Carnifex and so far I am liking it and I still have 200% cooldown. My Harrier is still low in level which leaves me with something like 120% cooldown so I was going to wait till I got a few more levels. However I did say the same thing about the Paladin and 2 months latter I am still waiting for those levels.

I'm learning Silver now and AJ is my class of choice. (with Talon)
Offensive bubble is the way to go, teammates move around too much for Defense to be as useful, IMO.
Sneaking up to bubble Atlases is fun.
Now if they would only fix Justicar rank five.... /grumble

A tip on bosses, if it's concentrated fire from your team on a boss, it's awesome to be on the boss' flank or backside. They won't turn around while getting non-stop fire, and your BEs will keep them staggering. Great strategy when your team is not hella good,
Cyro Ammo is a no brainer for optimal fun.

Any tips on staying tanky against synthetics?
Some team tactics:
Pheonix adept/vangaurd smash and warp bubble through walls. Having tactical scan or hunter mode helps too. Basically the Justicar keeps spamming warp sphere while the pheonix smashes and detonates things on the other side of the wall. They can't retailiate against you and the staggers from the BE slow them down. Tactical scan slows movement speed in addition to seeing the target through wall. Most things die before even making eye contact with you.
Geth turrent and defensive sphere: Basically a two man fortress. The justicar tanks with the bubble and reave while the geth engineer heals you and provides cover support. The defensive bubble lessens the drawbacks of hunter mode as well.

Does it increase the power of BE's though? That is why I shy away from it. BE's are a set amount depending on the rank of the power and the difficulty of the enemy (the damage scales with harder levels). I know it will make reave and pull stronger but I'm not sure the gear actually makes BE's stronger. Is there any documentation on this?

You had an Adept below you on every "test".
Top scorer without that and I'd be impressed. AJA with a detonater on the team it is pretty easy to be tops. When I play AA with an AJA, I usually spam throw, and match goes like lightening, the AJA is on top, and I get lots of assists...

You must not have read thr captions. Lots of those games were two justicars, and some where I was riding solo. I posted a variety.
