I got the MacGuffin for Gavin and delivered it to him at the refugee camp on the Skyway.  I got paid and XP was applied, but the quest didn't register as completed in my journal.  After finishing the main Feros questline, Gavin appeared in Zhu's Hope, and I was able to turn in the quest a second time for payment and XP.  It still didn't register as completed, and I had the option to turn it in again but didn't want to exploit the game breaker.

I'm calling "bug".

Yup. Sounds buggers to me too. It will hopefully pop the next game you play, or I thought there was a way to get it marked using the in-game console... don't quite remember.
