*shameless plug* Check the link in my sig, there's a trick to detonating Tech Armor quickly when needed. Very helpful in some situations.
As long as your weight is a net positive, the cooldown penalty isn't hurting that much. Better to have an emergency "get off me" card. I've saved some teammates from sync kills from Banshees, Phantoms, and Atlas's with it.

3/5/6/6/6 is even more viable than before now that TA has a base 35% DR. That's how I've played for a long time, using tech armor sometimes and leaving it off when I really those extra milliseconds to spam powers. All you lose is rank 6 of warp, which is nice but not required.
