**SPOILERS**
Process:
1) Accepted quests from bartender.
2) Traveled to Circle Tower from Denerim.
3) Traveled to Redcliffe Village from Circle Tower; Taoron's camp appeared.
4) Nothing quest related occurred at the camp, so I left.
5) Traveled to Denerim from Redcliffe and spoke to Raelnor. Decided to go his route.
6) Traveled multiple times along West roads and Taoron's random event will not pop again. Raelnor left Denerim, so I cannot complete the quest in any way.
