Here's to explain why their are so many sentient Geth that follow Legion, take a look.

Shepard: Legion how are their so many sentient Geth? I thought you were the only platform.

Legion: We were Shepard Commander, but we discovered a secret program that we stole to make the other platforms similiar to us. It was called Primal.

(Legion takes out a small device that attaches to the Geth's back)

Primal AI: How may I assist you?

Legion: It enabled us to speak. It was a Creator Artifact.

Shepard: But they don't have these on their backs.

Legion: Since it's discovery we found ways to improve it. It enables the synthetic user to speak without the device staying. There is a system that keeps the user tiself but enables speech.

Shepard: Sounds too simple.

Legion: We have been decoding the device but we have only uncovered that information, it is a mobile voice-box.
