Actually I think Xbox has already started to update. I believe the Deals of the Week have been updated. So... could be very soon.

For Xbox Microsoft usually upload any DLC to the marketplace at about 10-11 AM GMT
Origin after some googling and after previous times you can expect that between 5-7 AM EDT
PSN On Wednesday in Europe and sometime today everywere else

2:40am here on the Pacific Coast of the USA. Still haven't been able to download on the Xbox. Last DLC appeared a little after 12:30am or so.

I think it's safe to say that bioware would have sent the DLC to be uploaded by Microsoft/Sony/Ea before today so you just need to wait for the above company to upload them to their servers.

It's almost end of the day in some country, why don't Bioware inform the release with UTC time ? it's international standard time, so everyone wouldn't be confused.

Well, not everyone knows what UTC is.
