seen EX-Cerb and Vorcha but i don't have the packs to get them....

I can't install the dlc because the patch instalation progress is 99% and it's not changing... Help me please

You can get them in SP/PSP. They haven't released a DLC specific pack yet I believe.

EDIT: @ SetsunaXIII Yeah, it happens like that sometimes. You'll get them though, could always wait for DLC specific pack if you wanted, I'm not patient enough for that though.

I think they should release an "expansion spectre pack" since combining the new characters, weapons, equips is enough to merit a seperate pack for them.
