Is it possible to change my DA:O from english to, say, french?
I noticed both "language" and "VO language" was set to "en-us" without possibility of change in the configuration utility; I changed it manually in dragonage.ini from en-us to fr-fr however which led to the DA launcher being in french but the actual game (both subtitles and VO) was still in english.
Any way to change the language without ordering a french version of the game from a french retailer?

Short answer is: "No."
Longer answer is that only certain languages are available on the physical media (or provided in the download) depending on the purchaser's region. The Player MUST choose a language at installation (and may have an option to choose a different one for the subtitles) from those provided in that specific version of the game.
My "North America (-Quebec)" retail disc copy of DA:O had only English and Spanish. The EU verisons had many more "localization" options. But in any case, once the language selection(s) is done at install, it can't be changed. As you've found, only the "Launcher" text can be altered on-the-fly.

Yes, but only to one of the languages present on the particular flavour of your original media.
Localizations (V-O, subtitles, or both) were done for several languages, but depending on what and where you bought it, could be as few as two (English and Español) available to you.
(Personally, I'd love to have V-O en Français and subtitles in English, but I'm not going to buy the game a third time to do it.
